In order to rent out apartments for daily rent in Dubai, the owner must obtain a license and permission to operate the hotel. Each guest must be registered in a certain system and pay a monthly tourist tax.
Daily rentals are regulated by the Department of Tourism and Commercial Marketing (DTCM). To have the right to rent apartments daily, the owner must obtain a license – Holiday Home Permit. For the third quarter of 2023, its cost was 1.5 thousand dirhams (408 thousand US dollars).
An owner can register up to 8 properties on the Holiday Homes portal. For each residence, you must obtain a Unit Permit issued by DTCM. The cost depends on the number of bedrooms: 70 dirhams ($19) for the entire apartment plus 300 dirhams ($82) for each bedroom.
To register an apartment, the owner must:
- Login to the Holiday Homes portal and create an account.
- Add a property by providing the required information: building name, property type, number of bedrooms, and area.
- Upload the necessary documents (copy of title deed, copy of owner’s passport, DEWA current account).
- Submit your application. The Department reviews it within one business day and sends a response by email.
- You can pay the fees by bank transfer or cash at the Dubai Department of Economy and Tourism (DET).
If the payment is made via DET, it is confirmed automatically. In case of a bank transfer, you must confirm the payment:
- Click the “Confirm Payment” button next to the property.
- Enter details.
- Specify the type of payment – bank transfer.
- Upload your bank receipt.
- Confirmation will arrive with is 2 business days.

Tenants renting apartments for a long time can also request permission to live and rent out daily, having first received permission from the owner. Registration is only possible for one property, additional documentation is required: lease agreement and Ejari documentation. The permit is valid for a year and must be renewed on time, otherwise, the holder will have to re-register on the portal.
To find tenants, you can post an ad on popular services such as Booking, Airbnb, PropertyFinder, VRBO, and TripAdvisor, providing guests with the ability to book online, as well as specifying additional amenities, such as remote check-in. Registration is only possible for one property, additional documentation is required: lease agreement and Ejari documentation. The permit is valid for a year and must be renewed on time, otherwise, the holder will have to re-register on the portal.
